Paying Your Childcare Fees at Banana Moon Barnstaple
Paying for Nursery Fees
We are open for 51 weeks per year, closing for all Bank Holidays and for the week between Christmas and New Year.
 
Invoices are calculated based on your child’s weekly attendance pattern charge x 51 weeks per year divided by 12 months, so your monthly invoice is the same each month. The only time this will change is if you book extra sessions, change days or start to receive funding.
 
When in receipt of 2, 3 or 4 year old Government funding, the system will invoice you based on actual sessions in the month, this will allow your child’s funding to be deducted accordingly. Funding is provided by the Local Authority for 38 weeks of the year, as we are open for 51 weeks, we will stretch your funded hours across the whole year, allowing you to benefit from lower fees every month no matter when a non – funded week falls.
 
We accept payments made by the Government’s Tax Free Childcare Scheme (replacing Childcare vouchers). This scheme allows you to save up to £500 every 3 months (up to £2,000 a year) for each of your children. To find out more and to register for the scheme, please visit:
 
Early Years Entitlements
Devon County Council 2-Year-old funding entitlement (2 Help) 
Your child may be entitled to the 2-year funding entitlement hours from the term after your child's 2nd birthday. This entitlement is based on meeting eligibility criteria. Children who have met the criteria continue to receive a place, once they have taken it up until the point when the child becomes eligible for the 3 & 4-year-old universal entitlement, the term following their third birthday. 

When a child becomes eligible for funding the nursery will require a New to Funding Parental Declaration and each term parents will be required to sign the local authority funding form which is known as a Parental Declaration Form. Data collected within these forms will be kept secure on the nursery premises and details will only be used to complete and obtain the relevant funding when required. Data will be shared with the local authority in order for the nursery to be able to claim funding for your child. This information is shared via a secure portal.
 
3 & 4 Year old (Universal Entitlement) 
All 3 & 4-year-olds are entitled to the 15 hours Universal Entitlement the term following their third birthday offering 570 hours of care and education in a year.
 
3 & 4-year-olds Extended Entitlement (30 hours) 
Your child may be entitled to the 15 hours Extended Entitlement funding giving them a total of 30 hours of funding (an additional 570 hours of funding per year), from the term after their third birthday or the term after the 30-hour code validity start date, whichever is the latest.

Once you have received confirmation of eligibility for the Extended Entitlement, you will be issued with a 30-hour code, the process is as follows: 
  • Share the news with us.
  • We will ask you to complete a form called New to Funding Parental Declaration. You will need to share the code with us along with your National Insurance number and your child’s date of birth. This is providing the nursery consent to check your details and apply for the funding on your behalf.
  • Prior to the term starting, we will require you to complete a local authority form.
  • The nursery will validate the code using the local authority’s Eligibility Checker before a start date for the additional funding is agreed with the parent, preferably the term before funding will start. This is to make sure that the code is within the correct dates for funding for that term.
  • You will need to check your code’s expiry date to ensure that you remain eligible.
  • If a validity start date is dated after the start of term (1st of the month following the above dates) the child will not be entitled to the extended funding, 30 hours, until the start of the following term 
  • You must make sure that the code is re-confirmed if the validity end date expires before the term starts. 
  • The code must have a validity end date dated after the start of the term if a child is a new starter or new to your setting. A child cannot start a new funded place or a new setting if the 30-hour code is in a Grace period.
  • The code will need to be re-confirmed every 3 months. The parent should be prompted by text or email by HMRC; but we recommend that the provider prompts the parent at the time of the validity end date.

Early Years Pupil Premium
The Early Years Pupil Premium (EYPP) is an additional premium paid to providers who have children receiving the 3 & 4 year funding 15 hours universal entitlement and where the child’s parents are in receipt of qualifying benefits or other qualifying criteria is met. Eligibility for EYPP will be checked using the Eligibility Checking Service. 
3 & 4-year-old funded children will be eligible for EYPP if their family receives one of the following: 
·       Income support
·       Income-based Jobseeker’s Allowance 
·       Income-related Employment and Support Allowance 
·       Support under part VI of the Immigration and Asylum Act 1999
·       The guaranteed element of State Pension Credit
·       Child Tax Credit (provided they are not also entitled to Working Tax Credit, and have an annual gross income of no more than £16,190)
·       Working Tax Credit run-on, which is paid for 4 weeks after they stop qualifying for Working Tax Credit
·       Universal Credit –if a parent is entitled to Universal Credit they must have an annual net earned income equivalent to and not exceeding £7,400, assessed on up to three of the parent’s most recent Universal Credit assessment periods 

OR 
They are currently being looked after by the Local Authority
 
OR
They have left care through: 
·       an adoption order 
·       a special guardianship order  
·       a child arrangement order
 
If you believe that one of the above could apply to your circumstances, please kindly complete the section on the local authority form when it is shared with you to allow us to claim additional funds to further support your child whilst they attend our nursery.
 
Disability Access Fund (DAF) 
The Disability Access Fund (DAF) was introduced to support disabled children’s access to the 3 & 4 year old entitlements, in line with the Equality Act 2010.
3 & 4 year olds will be eligible for DAF if they meet the following criteria: 
·       The child is in receipt of child disability living allowance and 
·       The child receives the universal 15 hours entitlement (your child does not have to attend the full 570 hours entitlement to qualify) 
We will need to check eligibility by seeing evidence of your child’s disability living allowance award letter, and we will need to send a copy of this to the Funding Office, in order to authorise the claim. 

The funds could be used, for example, to support providers in making reasonable adjustments to their settings/or helping with building capacity for that child, or for the benefit of all children attending the setting.
